Tournament Rules

Administration

  1. All players turning 8 or 9 years old in the current year (or younger) are eligible to play.
  2. Team rosters need to be submitted online prior to the start of the tournament. Please email first name, last name and jersey number to [email protected].
  3. Birth certificates must be available upon request by the tournament committee.
  4. All teams must provide a pitching log for the current week at the beginning of the tournament.
  5. Reminder: Each team is required to supply 12 game balls to the tournament. Please ensure these balls are the Rawlings 45CC variety.

Code of Conduct

  1. The BC Minor Code of Conduct applies.
  2. Bad-mouthing umpires will not be tolerated by spectators, players, or coaches (the umpires are learning too).
  3. There is to be no questioning judgement calls (ex. balls/strikes, safes/outs, etc.).
  4. Any coach, player, or spectator that is being disrespectful will be ejected as per BC Minor rule 13.11. Any ejections will result in an automatic +1 game for the offending player or coach.
  5. Coaches may calmly and respectfully ask for clarification on rule interpretations after a play.
  6. Protests are not allowed. The tournament director and/or the Umpire-In-Chief have the final say, and any disputed situation must be dealt with before the game continues. If the tournament director or the Umpire-In-Chief is not available, then the plate umpire has final say on a disputed situation.

General Rules

  1. Home team for each of the round robin games has been predetermined and indicated on the provided schedule. For the semi-final games, the team with the best round robin record will be the home team. Home team for the Bronze and Gold medal games will be determined by a coin flip.
  2. At the plate meeting, each head coach must give a copy of their batting line-up to the home plate umpire and the opposing team. All lineup cards must have first AND last names, as well as numbers, for all players AND coaches on the field.
  3. Games will consist of 5 innings. A game will be considered legal if 4 complete innings have been played. There will be no extra innings during round robin play; games may end in a tie.
  4. You must have a minimum of 9 players starting the game.
  5. All player helmets must have a chin strap or have been manufactured with a C-flap (chin protector) and not contain the snaps for a chin strap as per BC Minor rule 19.02.
  6. 3 outs or a maximum limit of 4 runs per inning, with the last inning being open.
  7. A mercy rule of 10 runs after 5 innings (or 4.5 innings if the home team is leading) will apply.
  8. The home team will not take their last bats if they are leading going into the bottom half of the final inning. If during their last at bat, the home team goes ahead (therefore winning the game), the game will end.
  9. All players must play the infield for a minimum of 2 innings, and the outfield for a minimum of 1 inning per game.
  10. No player may play more than 2 innings in one position, with the exception of the catcher who may catch a maximum of 3 innings per game.
  11. All players must sit once before another player sits twice.
  12. Blatant violations of Fair Play Rules will result in the coach being ejected, and potential a forfeit, at the discretion of the tournament. If a team inadvertently violates these rules, the opposing coach should point out the issue to make sure the violating coach is aware.
  13. When at bat, a team may pull their catcher off the bases to dress for the next inning when there are 2 outs. The last player out shall replace them.
  14. Everyone bats.
  15. Each batter receives pitches from the pitching machine
    1. A batter is out after 3 strikes. If a pitch is in the dirt or over the batter’s head, and the batter DOES NOT swing, the umpire may call a ball.
  16. The pitching machine shall be from 46 feet (The back end rests in front of the 46’ pitching rubber). The speed setting is #7.
  17. If a batter is hit by a pitched ball, the batter is awarded 1st base, unless the batter swings at the pitch. A batter who is hit by a pitch while offering at it shall remain at bat, unless it is strike 3, in which case the batter is out. 
  18. Base stealing is allowed. Runners may advance if there is a passed ball, an attempt to throw out a runner, or on a missed throw back to the pitcher. The play is live until the pitcher is on the rubber and has possession of the ball. 
  19. A runner at 3rd base must be hit or forced home to score (stealing home is not allowed).
  20. Base runners must stop advancing once the pitcher has possession of the ball on the rubber.
  21. Any runner that stops advancing to a base must return to their base they came from once the pitcher is on the rubber and has possession of the ball.
  22. Leadoffs are not allowed. The ball must cross home plate before any runner can leave the base. Any runner who leaves the base early will be called out. 
  23. Any base runner that overruns another base runner is declared out.
  24. No head-first sliding allowed. The runner will be called out. Head first sliding/diving back into a base is allowed.
  25. Infield fly rule does not apply.
  26. Bunting is allowed. A bunt is considered a strike if missed or fouled. A batter that fouls a bunt on strike 3 shall be declared out.
  27. Batter cannot run on a third strike dropped by the catcher.
  28. Catcher interference rule is in effect. 
  29. Slide or avoid rule is in effect. Violators will be called out.
  30. The umpire will call obstruction on a defensive player if the bag or plate is not partly exposed for an advancing runner. The only exception to this is that a catcher with possession of the ball, or in the process of imminently receiving the ball, may block home plate. The runner will be awarded the base in all other instances.
  31. Throwing bats is not permitted. The player may be given a warning or called out. No runners may advance. If the umpire determines that the bat was thrown deliberately, the player may be ejected from the game.
  32. If a player leaves a game because of an injury or an emergency, that player will be scratched from the lineup without penalty to his/her team.
  33. Players who arrive late will be added to the bottom of the lineup.

Official Scorekeepers and Pitching Records

  1. Home team is required to pick up the scorekeeping paperwork and MVP awards from the Tournament Info table. Home team is responsible to keep score in the official score book, record pitcher information and pitch counts, and fill out the game summary. Home team’s scorekeeper will be considered the official scorekeeper.
  2. Scorekeeper is responsible for recording the game’s official start time (when umpire says “play”).
  3. The Game Summary must be signed by each head coach and the completion of the game.
  4. After the game, the scorekeeper must promptly return the scorebook and the pitching log to the Tournament Information table.

Time Limits and Inclement Weather

  1. No new inning may start after 1 hour 30 minutes from the official start time for all round robin games. This rule applies even if an open inning has yet to be declared.
  2. If a game is within 20 minutes of the time limit after a complete inning, the umpires will declare the next inning to be the open inning. Once the open inning has been declared, no other innings will be played. There is no guarantee of an open inning.
  3. There will be no time limit in the Gold Medal game. 
  4. RMMBA reserves the right to reschedule any games due to rain-outs, time delays, darkness, etc. In the case of rain, 4 complete innings shall be considered a complete game. If a game is called for darkness every effort will be made to reschedule the completion of the game.

Playoff Ranking and Tie-Breaking

  1. After round robin, all teams will be ranked 1 through 4 in their pool. This is how the playoff schedule will be determined.
  2. Statistics are calculated based upon the games between the teams that are tied with each other, and not all of the games in the competition.
  3. If the first part of the rule places one team above others in the case of three or more teams involved in the tie, but the remaining teams are still tied, then the remaining parts of the rule are applied using statistics from the matches involving all of the original teams in the tie.
  4. In the event that a team involved in a tie has forfeited a game played between tied teams they will be automatically eliminated from the tie and the criteria above will be used to determine placement between the remaining teams.
  5. Order:
    1. The team with the best win/loss record in the game(s) played between the tied teams will place higher in the standings.
    2. If the tie persists, the placement of teams will be dictated by the ratio of number of runs allowed per defensive inning. A defensive inning is defined as having taken the field and a pitch thrown.
    3. If the tie persists, the placement of teams will be dictated by the ratio of runs scored per offensive inning. An offensive inning is defined as having been at bat for at least one pitch.
    4. If the tie persists, then the team with the best win/loss record against the highest placed team not in the tie, followed by a comparison to the next placed team, etc., will place higher in the standings.

Awards

  1. One MVP will be selected from each team for each game.
  2. A Super 7 Trophy is awarded to the 1st place team, and their team added to the trophy (but will remain with RMMBA).
  3. Medals will be awarded to 1st, 2nd and 3rd place teams.

 


 

SKILLS COMPETITION:  

Coaches will be expected to run these skills! Coaches are expected to involve all members of their team.

LONGEST HIT: 

Coach pitch. 2 Players per team. Best of 5 hits measured by tape measure.

 

BASE RACE: 

4 players per team. Two teams will run at the same time, one team  starting at home plate, the other at 2nd base. Each team's first runner will hold a baseball and  use it as their "baton". When they complete their round of the bases, they must pass the ball  to the next runner in line. The winner of the round is the first team to have all their players  having rounded the bases and back to their starting positions, sitting. The base runs will be  timed and the top two timed teams will then do one final base race against each other to  determine the final WINNER! 

 

AROUND THE HORN: 

5 players per team. Players set as Pitcher, Catcher, 1st base, 2nd base and 3rd base. Coach will  start the timer when the pitcher starts the drill. Each player must receive the ball cleanly, make  sure they were on their base or tag it if they weren't, then throw to the next position ie: Pitcher - Catcher - 1st Base - 2nd Base - 3rd Base - Catcher. Coach stops the timer when the ball returns to the catcher and the catcher touches home  plate. Top time wins! 

 

LONG TOSS: 

2 players per team. Players are partnered up and spread out down the foul line with one set on  the foul line and the other in the outfield 20 feet away lined up with their partner. Players on  foul line have the baseball. On command they throw to their partner. Their partner catches the ball and holds it. On command they throw it back. After each successful throw and return  throw, the outfield line moves 3 steps back and the drill starts over. The key is that the player catching the ball cannot move more than his 1 foot to catch it AND must catch it cleanly. The  player must field it cleanly, or his “team” is out and will have to sit until the competition is over.  Throwers can crow hop the longer throws and can bounce them in as long as the fielder can  field/catch it cleanly. Remember to move back 3 steps after each successful throw and return.  Winner is last team standing!
