Tournament Rules
Administration
- All players turning 12 or 13 years old in the current year (or younger) are eligible to play.
- Team rosters need to be submitted online prior to the start of the tournament. Please email first name, last name and jersey number to [email protected].
- Birth certificates must be available upon request by the tournament committee.
- All teams must provide a pitching log for the current week at the beginning of the tournament.
- Reminder: Each team is required to supply 12 game balls to the tournament. Please ensure these balls are the Rawlings 80CC variety.
Code of Conduct
- The BC Minor Code of Conduct applies.
- Bad-mouthing umpires will not be tolerated by spectators, players, or coaches (the umpires are learning too).
- There is to be no questioning judgement calls (ex. balls/strikes, safes/outs, etc.).
- Any coach, player, or spectator that is being disrespectful will be ejected as per BC Minor rule 13.11. Any ejections will result in an automatic +1 game for the offending player or coach.
- Coaches may calmly and respectfully ask for clarification on rule interpretations after a play.
- Protests are not allowed. The tournament director and/or the Umpire-In-Chief have the final say, and any disputed situation must be dealt with before the game continues. If the tournament director or the Umpire-In-Chief is not available, then the plate umpire has final say on a disputed situation.
General Rules
- Home team for each of the round robin games has been predetermined and indicated on the provided schedule. For the semi-final games, the team with the best round robin record will be the home team. Home team for all games on Sunday will be determined by a coin flip.
- At the plate meeting, each head coach must give a copy of their batting line-up to the home plate umpire and the opposing team. All lineup cards must have first AND last names, as well as numbers, for all players AND coaches on the field.
- Games will consist of 7 innings. A game will be considered legal if 4 complete innings have been played. There will be no extra innings during round robin play; games may end in a tie.
- You must have a minimum of 9 players starting the game.
- All player helmets must have a chin strap or have been manufactured with a C-flap (chin protector) and not contain the snaps for a chin strap as per BC Minor rule 19.02.
- 3 outs or a maximum limit of 5 runs per inning, with the last inning being open.
- A mercy rule of 10 runs after 5 innings (or 4.5 innings if the home team is leading) will apply.
- The home team will not take their last bats if they are leading going into the bottom half of the final inning. If during their last at bat, the home team goes ahead (therefore winning the game), the game will end.
- No player may sit off for more than 3 defensive innings.
- When at bat, a team may pull their catcher off the bases to dress for the next inning when there are 2 outs. The last player out shall replace them.
- Everyone bats.
- No head-first sliding allowed. The runner will be called out.
- Infield fly rule is in effect.
- Bunting is allowed. A bunt is considered a strike if missed or fouled. A batter that fouls a bunt on strike 3 shall be declared out.
- Batter can run on a third strike dropped by the catcher.
- Catcher interference rule is in effect. The pitch will still count towards the pitch count.
- Slide or avoid rule is in effect. Violators will be called out.
- The umpire will call obstruction on a defensive player if the bag or plate is not partly exposed for an advancing runner. The only exception to this is that a catcher with possession of the ball, or in the process of imminently receiving the ball, may block home plate. The runner will be awarded the base in all other instances.
- If a player leaves a game because of an injury or an emergency, that player will be scratched from the lineup without penalty to his/her team.
- Players who arrive late will be added to the bottom of the lineup.
Pitching
- Pitching shall be from 48 feet.
- Number of pitches and required rest:
- 1-45 Pitches = No Rest
- 46-70 Pitches = 2 Night Rest
- 71-85 Pitches = 3 Nights Rest
- The pitching week is from Monday 12:01 am to Monday 12:00 am (midnight).
- Any pitcher who delivers 1 pitch to a batter shall be considered to have pitched one inning.
- Balks are enforced.
- Thursday’s pitch counts will count towards Friday’s pitch counts.
- Pitchers may not pitch 3 consecutive days in a row, unless their total pitch count on the 2 previous days does not exceed the “no rest” limit.
Official Scorekeepers and Pitching Records
- Home team is required to pick up the scorekeeping paperwork and MVP awards from the Tournament Info table. Home team is responsible to keep score in the official score book, record pitcher information and pitch counts, and fill out the game summary. Home team’s scorekeeper will be considered the official scorekeeper.
- Scorekeeper is responsible for recording the game’s official start time (when umpire says “play”).
- The Game Summary must be signed by each head coach and the completion of the game.
- After the game, the scorekeeper must promptly return the scorebook and the pitching log to the Tournament Information table.
Time Limits and Inclement Weather
- No new inning may start after 1 hour 45 minutes from the official start time for all round robin games. This rule applies even if an open inning has yet to be declared.
- If a game is within 20 minutes of the time limit after a complete inning, the umpires will declare the next inning to be the open inning. Once the open inning has been declared, no other innings will be played. There is no guarantee of an open inning.
- There will be no time limit in the semi or final game.
- RMMBA reserves the right to reschedule any games due to rain-outs, time delays, darkness, etc. In the case of rain, 4 complete innings shall be considered a complete game. If a game is called for darkness every effort will be made to reschedule the completion of the game.
Playoff Ranking and Tie-Breaking
- After round robin, all teams will be ranked 1 through 12. This is how the playoff schedule will be determined.
- Statistics are calculated based upon the games between the teams that are tied with each other, and not all of the games in the competition.
- If the first part of the rule places one team above others in the case of three or more teams involved in the tie, but the remaining teams are still tied, then the remaining parts of the rule are applied using statistics from the matches involving all of the original teams in the tie.
- In the event that a team involved in a tie has forfeited a game played between tied teams they will be automatically eliminated from the tie and the criteria above will be used to determine placement between the remaining teams.
- Order:
- The team with the best win/loss record in the game(s) played between the tied teams will place higher in the standings.
- If the tie persists, the placement of teams will be dictated by the ratio of number of runs allowed per defensive inning. A defensive inning is defined as having taken the field and a pitch thrown.
- If the tie persists, the placement of teams will be dictated by the ratio of runs scored per offensive inning. An offensive inning is defined as having been at bat for at least one pitch.
- If the tie persists, then the team with the best win/loss record against the highest placed team not in the tie, followed by a comparison to the next placed team, etc., will place higher in the standings.
Awards
- One MVP will be selected from each team for each game.
- A Noel Rehaume Trophy is awarded to the 1st place team, and their team added to the trophy (but will remain with RMMBA).
- Medals will be awarded to 1st, 2nd and 3rd place teams.
Home Run Derby
- 2 players will hit per team
- Coaches pitch to their own players
- Every player hits from second base to the outfield and is given 2 minutes to hit as many balls over the fence. A player may request one 30 second break during their turn.
- In the event of a tie the hitters will each hit for 1 minute, in the event of a subsequent tie there will be another 1 minute session per player until a winner is determined.
